The FMCSA Drug and Alcohol Clearinghouse is a secure online database that provides information about commercial driver’s license (CDL) and commercial learner’s permit (CLP) holders’ drug and alcohol program violations. The Clearinghouse helps to keep roads safer by:
- Identifying prohibited drivers : The Clearinghouse helps employers, law enforcement, and the FMCSA identify drivers who are not permitted to operate a commercial motor vehicle (CMV).
- Ensuring drivers receive treatment; The Clearinghouse helps to ensure that drivers receive the required evaluation and treatment before operating a CMV.
- Making it harder for drivers to hide violations: The Clearinghouse makes it more difficult for drivers to hide their violations from current or prospective employers.
The Clearinghouse contains records of violations such as positive drug or alcohol test results and test refusals. These records remain in the Clearinghouse for five years, or until the driver has completed the return-to-duty process.
Employers are required to conduct a pre-employment query of the Clearinghouse for previous FMCSA-regulated employers.

During the process of registration, you will be asked to Identify your Consortium Third Party Adminsitraor or C/TPA. When you get to that screen, please choose IPS Drug Testing Services L.L.C. as your C/TPA . This is a necessary step for us to carry out required actions on your behalf.
Clearinghouse is used for three essential functions:
- Report Violations such as Positive Reults and Drug Test Refusal.
- Report Return To Duty (RTD and the Last Follow Up test when a driver has completed his/her SAP Plan
- Conduct Short and Full Queries. We will discuss Short and Full queries along with Pre-Employment queries and Annual queries in a future blog soon.
Please note that IPS will report all violations on your behalf. However, if you should require to get services to do the following activities, please contact IPS (contact information is provided below).
- Conduct Queries
- Manage a SAP Plan for drivers who had violations
- Upload RTD and Follow Up results to the Clearinghouse and
- Register at the Clearinghouse portal.
